According to the Fifth Epochal Revelation (The Urantia Book, or Urantia Papers), the Mother Spirit—more precisely called the Local Universe Mother Spirit, Creative Mother Spirit, Creative Spirit, or Divine Minister—is the personalized local universe representation of the Infinite Spirit (the Third Person of the Paradise Trinity, also known as the Conjoint Actor or Conjoint Creator).
She serves as the eternal spiritual consort, creative partner, and co-ruler with the Creator Son (a Paradise Michael Son, such as Michael of Nebadon, who incarnated on Urantia as Jesus). Together, they function as the “parental” creators and administrators of their local universe (in our case, Nebadon). The papers describe them in a very literal sense as the universe Father-Son (the Creator Son) and the Spirit-Mother of all native creatures in that domain.
Origin and Personalization
The process begins when a Creator Son is personalized on Paradise by the Universal Father and Eternal Son. The Infinite Spirit then individualizes a unique representation of himself to accompany the Son into the realms of space. This Creative Spirit initially assists in the physical organization of the local universe. After the physical framework is established and the Creator Son announces the intention to project life, a profound Paradise event occurs (involving the relevant Master Spirit and a “primary eruption”). In response, a new personal being immediately appears in the presence of the Creator Son: the Divine Minister. At this point, the individualized Creative Spirit becomes the personal creative associate known as the local universe Mother Spirit.
Her personal nature is tinged by the character of the supervising Master Spirit of the superuniverse (in Nebadon’s case, the Master Spirit of Orvonton). She belongs to the sixth group of Supreme Spirits and is specifically the 611,121st of that order. She volunteered to accompany Michael when he was liberated from Paradise obligations.
Nature and Relationship with the Creator Son
The Mother Spirit is a true spirit person—divine, personal, and co-ordinate in divinity with the Creator Son, though complemental (rather than identical) in creative attributes. She undergoes a marked personality metamorphosis at the time life creation begins and functions ever more personally, especially after the Creator Son’s final bestowal (Michael’s seventh bestowal on Urantia). At that point, she publicly subordinated herself to him as sovereign, and he in turn proclaimed her co-ruler, establishing a pattern of equality and partnership that models ideal family organization.
She never leaves the local universe headquarters (Salvington in Nebadon). Her personal spirit presence is fixed there, enabling the Holy Spirit to function universe-wide while the Creator Son’s spirit can range more freely.

The Mother Spirit embodies the Infinite Spirit’s ministry of mind, action, and creative coordination in time and space. Her work complements the sevenfold bestowal career of the Michael Son and contributes to the evolution of the Supreme Being.
