Why is there evil according to the 5th Epochal Revelation Urantia Papers?

According to The Fifth Epochal Revelation (The Urantia Book, or Urantia Papers), evil is not created or permitted by God as a positive reality or divine plan. Instead, it arises as an inevitable byproduct of two fundamental aspects of creation: the existence of imperfect, evolutionary levels of reality and the bestowal of genuine free will (volition) upon moral creatures. The Gods (the Paradise Trinity and associated Deities) neither create evil nor permit sin and rebellion in the sense of endorsing them; they simply allow the conditions necessary for true freedom and growth.

Distinctions: Error, Evil, Sin, and Iniquity

The Papers carefully differentiate these related concepts to clarify the "problem of evil":

        • Error: Intellectual mistake or misconception—conflicting truth and falsehood, or distortion of reality. It is often unintentional and stems from limited knowledge or immature judgment.
        • Evil: The unconscious or unintended transgression of the divine law (the Father's will). It is the measure of imperfect obedience and arises from the contrast between perfection and imperfection. Potential evil is "time-existent" in any universe that includes differential levels of perfection, meanings, and values. It is a partial realization of, or maladjustment to, universe realities. Evil is inherent in the natural order of evolutionary, material worlds.
        • Sin: The conscious, knowing, and deliberate choice of evil or transgression of the Father's will. It represents unwillingness to be divinely led and spiritually directed. The deliberate choice of evil constitutes sin.
        • Iniquity: The willful, determined, and persistent pursuit of sin and error—the continuous rejection of the Father's loving plan. It indicates vanishing personality control and is the measure of ongoing rebellion against reality. Undiluted evil, complete error, willful sin, and unmitigated iniquity are inherently suicidal (leading ultimately to self-annihilation if unrepented).

In Jesus' words (as recorded in the Papers which he asked us always to remember):

148:4.3 "Evil  is the unconscious or unintended transgression of the divine law, the Father's will. Evil is likewise the measure of the imperfectness of obedience to the Father's will.

148:4.4 "Sin is the conscious, knowing, and deliberate transgression of the divine law, the Father's will. Sin is the measure of unwillingness to be divinely led and spiritually directed.

148:4.5 "Iniquity is the willful, determined, and persistent transgression of the divine law, the Father's will. Iniquity is the measure of the continued rejection of the Father's loving plan of personality survival and the Sons' merciful ministry of salvation.

"Evil is the unconscious or unintended transgression of the divine law, the Father's will." He also cautioned against confusing evil with "the evil one" (more correctly, the iniquitous one).

Why Evil Exists: The Core Reasons

        1. Imperfection in Evolutionary Creation
Evolutionary worlds (like Urantia) are not created perfect; they are designed for gradual growth from material levels toward higher spiritual realities. "Contrastive perfection and imperfection produce potential evil." Finite creatures start with limitations—physical, intellectual, and moral—so mistakes, suffering, and maladjustments are natural. This is not a flaw in God's plan but the necessary scaffolding for experiential ascent toward perfection ("Be you perfect, even as I am perfect").
        2. The Necessity of Free Will
True freedom of choice is a divine endowment and a "universe reality." Without the genuine ability to choose between good and evil, righteousness, or alignment with the Father's will, there could be no moral growth, no authentic personality development, and no meaningful love or loyalty.
The Papers state plainly: "Both [evil and sin] are inevitable if the creature is to be truly free." The Supreme Rulers will not deprive any personality of this liberty, even to prevent wrongdoing. Coerced goodness would not be goodness at all.
        3. Time Lag and Mercy Tolerance
Justice and the full consequences of evil/sin are often delayed (the "time lag of justice" and "mercy time lag") to allow for repentance, adjudication, and fairness. This delay can make evil appear unchecked, but it serves higher purposes of mercy and education.

Evil and suffering are not personal visitations of divine judgment or punishments inflicted by God (or an "evil one"). Much suffering comes from:

        • Accidents of time and the imperfections of immature physical existence.
        • The inexorable consequences of sin.
        • The harvest of persistent iniquity.

Man's miseries are largely self-generated or the result of planetary conditions, not arbitrary divine affliction.

Special Context on Urantia (Earth)Urantia has experienced additional sources of evil due to two historic "defaults" or rebellions:

        • The Lucifer Rebellion (led by Lucifer, Satan, and Caligastia, the former Planetary Prince) — detailed in Papers 53 and 54. This introduced conscious sin and iniquity on a planetary scale, isolating the system spiritually for a time and amplifying confusion, error, and suffering. The good that has ultimately resulted from the rebellion is said to outweigh the evil by more than a thousandfold, as it has provided profound lessons in loyalty, liberty, and the consequences of false liberty.
        • The default of Adam and Eve (the Material Son and Daughter), which further delayed planetary progress.

These events compounded the natural potential for evil but did not originate the basic phenomenon—imperfection and free will did.

        Ultimate Perspective and Resolution

Evil is transient and negative—it has no independent, eternal reality. In the long view of eternity, it serves as a contrast that heightens the appreciation of goodness, truth, and beauty. Persistent identification with iniquity leads to self-destruction (cessation of personality), but mercy and justice ensure fairness. The evolving Supreme Being actually grows through the creature experiences of overcoming evil.

The solution to evil is not to deny it or blame God, but to choose the Father's will through faith, grow in wisdom and spiritual insight, and engage in loving service. Jesus' life demonstrated perfect mastery over evil through unwavering trust in the Father.

        Primary sources include:

In summary, the Urantia Papers explain evil as an unavoidable shadow cast by imperfection and freedom in a growing universe—not something God authors, but something he allows so that his children can freely become perfect partners in eternity. This framework upholds both divine love and creature liberty while offering hope through progressive spiritual victory.
