THE REPUBLIC OF UGANDA THE CONSTITUTION OF GRACIOUS INTERNATIONAL MINISTRY INTRODUCTION:
This constitution belongs to the gracious international ministry (GIM)
ARTICLE 1: NAME OF THE MINISTRY: The name of the ministry shall be Gracious International Ministry (GIM) which shall be implementing its activities in Ibanda district, Kampala Uganda - Africa.
ARTICLE 2: LOCATION OF THE MINISTRY. The ministry is located in Kiburara Trading Centre, Ibanda North constituency in Ibanda district Uganda – Africa .
ARTICLE 3: VISION. To spread the message of affiliated to people’s action for self-help to support the needy people in our ministry.
ARTICLE 4: MISSION. The ministry is engaged in developmental activities in a set setting up that will increase household’s incomes which will enable them to meet their better life in a sustainable manner or in their coming years.
ARTICLE 5: BACKGROUND. This ministry started in January 2018 after a few people had got trust in Sheikh Zubair Bin Ramadhan Kasirye the resident of Kiburara Trading centre, Ishongororo Town council, Ibanda district.
ARTICLE 6: AIMS OF CONSTITUTION. (i) To help the needy like orphans and widows in the community. (ii) To foster unity and cooperation among people. (iii) To promote the welfare of the people normally and spiritually. (iv) To develop and strengthen community based ministry for people as a channel through which people can advocate for their rights in church, mosque and community at large. (v) To coordinate with non-governmental organizations (NGO’s) with similar or issues. (vi) Strengthen people’s leadership capabilities so that they can take up positions of responsibility. (vii) To promote self-reliance at individual and group levels by encouraging people to start income generating projects. (viii) To be educated through workshops and seminars. (ix) To promote games and sports in the community. (x) Be ready to be dealing in agricultural and animal farming. (xi) To be hardworking and good financial mangers. (xii) To protect our environment. (xiii) To fight diseases and promote hygiene in our families. (xiv) To promote education in our families.
ARTICLE 7: ACTIVITIES OR RESPONSIBILITIES. Indispensible to their well-being for survival or better living. NB: The ministry shall focus on the following activities among which are;
(i) Mobilization of funds for supporting vulnerable ministry.
(ii) Mobilization of funds for foreseen and un foreseen events.
(iii) Attending all ministry meeting.
(iv) Mobilization of funds for development, to boost ministry incomes though contributions and income generating projects.
(v) Awareness raising and skills development workshops at community level and international level every week, month, year for fundraising and publicity reasons.
(vi) Inter or intra ministry exchange visits are carried out to access the implementations rate on the learnt skills or activities.
(vii) Follow up at every level are paramount which gives chance to leaders, committee members to interrupt with members visit household projects to access what has been done as a basis for future planning.
(viii) Mobilization of funds for development, buying its own land, constructing offices, school, hospital, conference hall and others.
(ix) To help a needy by constructing their houses repair.
(x) Emphasis is on project planning, leadership training, food security, income generation promotion of ministry relations, sanitation, fight against domestic violence and promotion of sustainable agricultural practices (SAP).
(xi) Workshop curriculum varies every week, month, year accordingly to the needs of the ministry and current problems analyzed in locality.
(xii) All members must engage themselves in activates that provide law materials for agricultural production.
(xiii) Attending meetings and workshops, seminars organized by the ministry or government or other NGO’s locally, nationally and internationally.
(xiv) All members must engage themselves in hand craft making.
(xv) Preparing projects proposals to present to donors or well-wishers and the government for funding.
ARTICLE 8: MANAGEMENT OF THE MINISTRY (GOVERNMENT) The management of the ministry affairs shall be entrusted to the director. (
a) To be a member, you must observe the following;
(i) Entrance fee 10,000/= (ii) Subscription fee 15,000/=
(b) Organs of the ministry
(i) General assembly
(ii) Executive committee
(c) Executive committee
(i) Director
(ii) Chairman
(iii) General secretary
(iv) Treasurer
(v) Advisor
(vi) Auditor
ARTICLE 9: CONDUCT.
(i) The director at all levels shall have the right to handle any member for miss- conduct after discussing the case in the general meeting.
(ii) By-laws are formulated which guide the operations of the ministry.
(iii) The director has the right to find the executive committee members itself not a ministry.
ARTICLE 10: DUTIES OF LEADERS:
1. Director
(i) Head and present the ministry.
(ii) Chair committee and general meetings.
(iii) Assign or give other duties to the members of the executive committee.
(iv) Be principal signatory of the ministry bank account.
(v) Calling of meetings.
(vi) Welcoming visitors who visit the ministry.
(vii) Collaborate with other stakeholders for example sub county, town council, district leaders and any other ministry for development.
(viii) Shall carryout any duty as the general assembly may decide.
(ix) Shall represent the ministry in deferent areas.
(x) Shall take responsibility to visit in several offices to find help.
(xi) Shall take responsibility to revise the files of the executive committees.
2. Chairman
(i) Representthegroupinallofficialmatters
(ii) Shall be a principle signatory to group bank account
(iii) Chair all general and executive meetings of the members
(iv) Signs the minutes of the meetings after confirmation by the meeting.
(v) Plans and implements group activities as stipulated in the constitution.
(vi)Signs group documents like vouchers, requests cheques, constitution and memorandum of understanding.
(vii) Authorizes payments.
3. GeneralSecretary.
(i) Shall record and keep minutes of the ministry meetings.
(ii) Assists the director in running the ministry.
(iii) Be signatory of the ministry bank account.
(iv) Shall write invitation letters for the ministry meetings.
4. Treasurer.
(i) Keep financial records and account for the ministry.
(ii) Correct and receive all moneys payable to the ministry and issue receipts.
(iii) Shall receive all fees, subscription, donations, grants and other funds on behalf of the ministry.
(iv) Be a co-signatory of the bank account.
(v) Lead the mobilization of funds and other resources.
5. Advisor.
(i) Ensure that the ministry moves in the right direction.
(ii) Advise legally on development activities.
6. Auditor.
(i) The executive shall appoint the auditor.
(ii) The auditor shall sign audited accounts balances sheets before they are presented to the general meeting.
(iii) The auditor may be paid fees as may be agreed upon by the executive.
ARTICLE 11: FINANCIAL MANAGEMENT AND SOURCE OF FUNDING:
The ministry shall have the following as sources of finance;
(i) Contributions from members.
(ii) Contributions from executive committees.
(iii) Donations from non-government organizations (NGO’s) and well-wishers.
(iv) From projects done by the ministry.
(v) Fines. NB: If a member fails to attend the meeting without a sound reason will pay a fine of UGX 2,000/=
ARTICLE 12: DISSOLUTION OF THE MINISTRY:
The ministry shall be dissolved upon attainment of goals or when conditions deem, it necessary to dissolve and 2/3 of the members shall give chorum.
ARTICLE 13: CESSATION FROM THE MINISTRY:
Cessation of a member shall, occur when a member; (i) Fails to attend meetings regularly.
(ii) Fails to pay ones contribution.
(iii) Death of a member.
(iv) Expulsion for indiscipline.
ARTICLE 14: ACCOUNTS AND SUPERVISION OF FUNDS:
(i) The centenary bank is the ministry’s choice.
(ii) The treasurer shall receive, deposit or bank all moneys and cheques in the bank and shall not keep more than 100,000/= in his position.
(iii) The treasurer shall issue receipts in the name of the ministry, shall rest with the signatories and the executive committee.
(iv) The financial year of the ministry shall run from 1st January to 31st December.
(v) The executive committee shall cause to publish time copies showing income and expenditure.
ARTICLE 15: PROPERTY OF THE MINISTRY:
(i) The sales book (other than books of accounts or ministry and official papers, documents and correspondences shall be in director control and custody of the director.
(ii) The property of the ministry shall be under the custody of the director.
(iii) The stamp of the ministry shall be under the custody of the director.
ARTICLE 16: AMENDMENTS:
Any amendment of this constitution shall be proposed then supported by executive committee and be approved by the ministry members (not less than 2/3). But amendments shall only be made during the general meeting.
ARTICLE 17: DECLARATION.
By the willful act of talking up the executive membership of the ministry every member shall be deemed to have covenanted by other members present and further honor and abide by the article of the ministry as adopted and shall duly amend from time to time.
ARTICLE 18: INTERPRETATION:
The ministry executive committee shall have the power to interpret the constitution for the meetings and to determining any point on which the constitution may be silent. In case of complete failure to interpret in a qualified lawyer or person shall be hired to give a legal option on the interpretation.
ARTICLE 19: ADOPTION OF THE CONSTITUTION:
We members of Gracious International Ministry (GIM) we promoters of these ministry and we are the serious of being formed into a legal ministry in pursuance of this constitution. We shall create and encourage our ministry and community around as to have good relationship and friendship with others, so that we get alleviation from poverty. The constitution is adopted at the general meeting of the Gracious International Ministry (GIM) in Kiburara Trading Centre board room by the undersigned members and any violation of this constitution by any member in respect to the ministry will mean being sued to courts of laws.
