Great question! 
First, recognize that he gave unqualified authority to his elder BROTHER Immanuel, who is a Union of Days and direct representative of the Universal Father himself, while he was absent on Urantia. So, while we sing "O come, O come Immanuel" this is not Jesus, but his elder brother.

Now. Because Immanuel is the representative of our Father, and as Michael was getting ready to go on his seventh and final bestowal in order to complete the requirements to become a full Master Sovereign Creator Son of his local universe all the while living his whole life during this bestowal according to the will of his/our Father, he was given instructions by this elder brother Immanuel. 

And Immanuel recognized the immensity of this bestowal challenge as he was going to be born as a helpless baby and not a mature being as he was on the other bestowals. Immanuel repeated that Michael, while in the flesh, was to live it in unbroken communion with the Father.

The Commission was exactly to repeat his allegiance to and revelation of our Paradise Father to his children here on Urantia AS WELL AS to all the children of his Universe!  And he did. And that Immanuel had the reins of control over his universe, Nebadon, during his absence...

Limitations:
1. Subject to the will of the Father his WHOLE life as a human being, growing up as a child, being so educated in his country of birth,etc.
2. To terminate the Lucifer rebellion, along with Satan, on Urantia, as a SON of Man...i.e. as a human being
3. Having thus terminated that rebellion, to atone for the sorrow and confusion that the rebellion brought into the world(??!?!!!)
4. As happens after every bestowal, there is a roll call which awakens the sleeping survivors along with the bestowal of the Spirit of Truth to all mankind.
5. To live out his life as a spiritual teacher, inspiring men's souls..
6.to reveal the evolving Supreme Being, to the bestowal of the Spirit of Truth and subsequent arrival of the Father’s Thought Adjusters
7. That your life be an INSPIRATION to one and all...but remember!!! If "Of all human knowledge, that which has the greatest value is to know the religious life of Jesus and how to live it. (196:1. but 3) that means, that as we study his whole life here, we CAN live his actions in our own way, our own time, our own place! Like: unfailing kindness, untiring patience, indomitable strength and courage and unshakable, unconquerable FAITH both in him and in our Universal Father as Jesus had when he lived his life in the flesh before he came into his divinity.
8. Reinforcement of living his whole earthly life in accordance to the Father's will...a new and illuminating interpretation of our Father
9. That he will live and act as a son of man...
...Also told him tto provide whenever possible new and practical help to those around him...as in the new style of boat he built in the Zebedee shop which is still used today!
