The ministry is located in Kiburara Trading Centre, Ibanda North constituency in Ibanda district Uganda – Africa .</span></p><p><span style="font-size: 18px;">ARTICLE 3: VISION. To spread the message of affiliated to people’s action for self-help to support the needy people in our ministry. </span></p><p><span style="font-size: 18px;">ARTICLE 4: MISSION. The ministry is engaged in developmental activities in a set setting up that will increase household’s incomes which will enable them to meet their better life in a sustainable manner or in their coming years. </span></p><p><span style="font-size: 18px;">ARTICLE 5: BACKGROUND. This ministry started in January 2018 after a few people had got trust in Sheikh Zubair Bin Ramadhan Kasirye the resident of Kiburara Trading centre, Ishongororo Town council, Ibanda district. </span></p><p><span style="font-size: 18px;">ARTICLE 6: AIMS OF CONSTITUTION. (i) To help the needy like orphans and widows in the community. (ii) To foster unity and cooperation among people. (iii) To promote the welfare of the people normally and spiritually. (iv) To develop and strengthen community based ministry for people as a channel through which people can advocate for their rights in church, mosque and community at large. (v) To coordinate with non-governmental organizations (NGO’s) with similar or issues. (vi) Strengthen people’s leadership capabilities so that they can take up positions of responsibility. (vii) To promote self-reliance at individual and group levels by encouraging people to start income generating projects. (viii) To be educated through workshops and seminars. (ix) To promote games and sports in the community. (x) Be ready to be dealing in agricultural and animal farming. (xi) To be hardworking and good financial mangers. (xii) To protect our environment. (xiii) To fight diseases and promote hygiene in our families. (xiv) To promote education in our families. </span></p><p><span style="font-size: 18px;">ARTICLE 7: ACTIVITIES OR RESPONSIBILITIES. Indispensible to their well-being for survival or better living. NB: The ministry shall focus on the following activities among which are; </span></p><p><span style="font-size: 18px;">(i) Mobilization of funds for supporting vulnerable ministry. </span></p><p><span style="font-size: 18px;">(ii) Mobilization of funds for foreseen and un foreseen events. </span></p><p><span style="font-size: 18px;">(iii) Attending all ministry meeting. </span></p><p><span style="font-size: 18px;">(iv) Mobilization of funds for development, to boost ministry incomes though contributions and income generating projects. </span></p><p><span style="font-size: 18px;">(v) Awareness raising and skills development workshops at community level and international level every week, month, year for fundraising and publicity reasons. </span></p><p><span style="font-size: 18px;">(vi) Inter or intra ministry exchange visits are carried out to access the implementations rate on the learnt skills or activities. </span></p><p><span style="font-size: 18px;">(vii) Follow up at every level are paramount which gives chance to leaders, committee members to interrupt with members visit household projects to access what has been done as a basis for future planning. </span></p><p><span style="font-size: 18px;">(viii) Mobilization of funds for development, buying its own land, constructing offices, school, hospital, conference hall and others. </span></p><p><span style="font-size: 18px;">(ix) To help a needy by constructing their houses repair. </span></p><p><span style="font-size: 18px;">(x) Emphasis is on project planning, leadership training, food security, income generation promotion of ministry relations, sanitation, fight against domestic violence and promotion of sustainable agricultural practices (SAP). </span></p><p><span style="font-size: 18px;">(xi) Workshop curriculum varies every week, month, year accordingly to the needs of the ministry and current problems analyzed in locality. </span></p><p><span style="font-size: 18px;">(xii) All members must engage themselves in activates that provide law materials for agricultural production. </span></p><p><span style="font-size: 18px;">(xiii) Attending meetings and workshops, seminars organized by the ministry or government or other NGO’s locally, nationally and internationally. </span></p><p><span style="font-size: 18px;">(xiv) All members must engage themselves in hand craft making. </span></p><p><span style="font-size: 18px;">(xv) Preparing projects proposals to present to donors or well-wishers and the government for funding. </span></p><p><span style="font-size: 18px;">ARTICLE 8: MANAGEMENT OF THE MINISTRY (GOVERNMENT) The management of the ministry affairs shall be entrusted to the director. (</span></p><p><span style="font-size: 22px;">a) To be a member, you must observe the following;</span><span style="font-size: 18px;"> </span></p><p><span style="font-size: 18px;">(i) Entrance fee 10,000/= (ii) Subscription fee 15,000/= </span></p><p><span style="font-size: 22px;">(b) Organs of the ministry</span><span style="font-size: 18px;"> </span></p><p><span style="font-size: 18px;">(i) General assembly </span></p><p><span style="font-size: 18px;">(ii) Executive committee </span></p><p><span style="font-size: 22px;">(c) Executive committee</span><span style="font-size: 18px;"> </span></p><p><span style="font-size: 18px;">(i) Director </span></p><p><span style="font-size: 18px;">(ii) Chairman </span></p><p><span style="font-size: 18px;">(iii) General secretary </span></p><p><span style="font-size: 18px;">(iv) Treasurer </span></p><p><span style="font-size: 18px;">(v) Advisor </span></p><p><span style="font-size: 18px;">(vi) Auditor </span></p><p><span style="font-size: 22px;">ARTICLE 9: CONDUCT.</span><span style="font-size: 18px;"> </span></p><p><span style="font-size: 18px;">(i) The director at all levels shall have the right to handle any member for miss- conduct after discussing the case in the general meeting. </span></p><p><span style="font-size: 18px;">(ii) By-laws are formulated which guide the operations of the ministry. </span></p><p><span style="font-size: 18px;">(iii) The director has the right to find the executive committee members itself not a ministry. </span></p><p><span style="font-size: 22px;">ARTICLE 10: DUTIES OF LEADERS: </span></p><p><span style="font-size: 20px;">1. Director</span><span style="font-size: 18px;"> </span></p><p><span style="font-size: 18px;">(i) Head and present the ministry. </span></p><p><span style="font-size: 18px;">(ii) Chair committee and general meetings. </span></p><p><span style="font-size: 18px;">(iii) Assign or give other duties to the members of the executive committee. </span></p><p><span style="font-size: 18px;">(iv) Be principal signatory of the ministry bank account. </span></p><p><span style="font-size: 18px;">(v) Calling of meetings. </span></p><p><span style="font-size: 18px;">(vi) Welcoming visitors who visit the ministry. </span></p><p><span style="font-size: 18px;">(vii) Collaborate with other stakeholders for example sub county, town council, district leaders and any other ministry for development. </span></p><p><span style="font-size: 18px;">(viii) Shall carryout any duty as the general assembly may decide. </span></p><p><span style="font-size: 18px;">(ix) Shall represent the ministry in deferent areas. </span></p><p><span style="font-size: 18px;">(x) Shall take responsibility to visit in several offices to find help. </span></p><p><span style="font-size: 18px;">(xi) Shall take responsibility to revise the files of the executive committees. </span></p><p><span style="font-size: 22px;">2. Chairman</span><span style="font-size: 18px;"> </span></p><p><span style="font-size: 18px;">(i) Representthegroupinallofficialmatters </span></p><p><span style="font-size: 18px;">(ii) Shall be a principle signatory to group bank account </span></p><p><span style="font-size: 18px;">(iii) Chair all general and executive meetings of the members </span></p><p><span style="font-size: 18px;">(iv) Signs the minutes of the meetings after confirmation by the meeting. </span></p><p><span style="font-size: 18px;">(v) Plans and implements group activities as stipulated in the constitution. </span></p><p><span style="font-size: 18px;">(vi)Signs group documents like vouchers, requests cheques, constitution and memorandum of understanding. </span></p><p><span style="font-size: 18px;">(vii) Authorizes payments. </span></p><p><span style="font-size: 22px;">3. GeneralSecretary.</span><span style="font-size: 18px;"> </span></p><p><span style="font-size: 18px;">(i) Shall record and keep minutes of the ministry meetings. </span></p><p><span style="font-size: 18px;">(ii) Assists the director in running the ministry. </span></p><p><span style="font-size: 18px;">(iii) Be signatory of the ministry bank account. </span></p><p><span style="font-size: 18px;">(iv) Shall write invitation letters for the ministry meetings. </span></p><p><span style="font-size: 22px;">4. Treasurer. </span></p><p><span style="font-size: 18px;">(i) Keep financial records and account for the ministry. </span></p><p><span style="font-size: 18px;">(ii) Correct and receive all moneys payable to the ministry and issue receipts. </span></p><p><span style="font-size: 18px;">(iii) Shall receive all fees, subscription, donations, grants and other funds on behalf of the ministry. </span></p><p><span style="font-size: 18px;">(iv) Be a co-signatory of the bank account. </span></p><p><span style="font-size: 18px;">(v) Lead the mobilization of funds and other resources. </span></p><p><span style="font-size: 22px;">5. Advisor.</span><span style="font-size: 18px;"> </span></p><p><span style="font-size: 18px;">(i) Ensure that the ministry moves in the right direction. </span></p><p><span style="font-size: 18px;">(ii) Advise legally on development activities. </span></p><p><span style="font-size: 22px;">6. Auditor</span><span style="font-size: 18px;">. </span></p><p><span style="font-size: 18px;">(i) The executive shall appoint the auditor. </span></p><p><span style="font-size: 18px;">(ii) The auditor shall sign audited accounts balances sheets before they are presented to the general meeting. </span></p><p><span style="font-size: 18px;">(iii) The auditor may be paid fees as may be agreed upon by the executive. </span></p><p><span style="font-size: 22px;">ARTICLE 11:<span style="font-size: 18px;"> </span>FINANCIAL MANAGEMENT AND SOURCE OF FUNDING:</span><span style="font-size: 18px;"> </span></p><p><span style="font-size: 18px;">The ministry shall have the following as sources of finance; </span></p><p><span style="font-size: 18px;">(i) Contributions from members. </span></p><p><span style="font-size: 18px;">(ii) Contributions from executive committees. </span></p><p><span style="font-size: 18px;">(iii) Donations from non-government organizations (NGO’s) and well-wishers. </span></p><p><span style="font-size: 18px;">(iv) From projects done by the ministry. </span></p><p><span style="font-size: 18px;">(v) Fines. NB: If a member fails to attend the meeting without a sound reason will pay a fine of UGX 2,000/= </span></p><p><span style="font-size: 22px;">ARTICLE 12: DISSOLUTION OF THE MINISTRY:</span><span style="font-size: 18px;"> </span></p><p><span style="font-size: 18px;">The ministry shall be dissolved upon attainment of goals or when conditions deem, it necessary to dissolve and 2/3 of the members shall give chorum. </span></p><p><span style="font-size: 22px;">ARTICLE 13: CESSATION FROM THE MINISTRY:</span><span style="font-size: 18px;"> </span></p><p><span style="font-size: 18px;">Cessation of a member shall, occur when a member; (i) Fails to attend meetings regularly. </span></p><p><span style="font-size: 18px;">(ii) Fails to pay ones contribution. </span></p><p><span style="font-size: 18px;">(iii) Death of a member. </span></p><p><span style="font-size: 18px;">(iv) Expulsion for indiscipline. </span></p><p><span style="font-size: 22px;">ARTICLE 14</span><span style="font-size: 18px;">:</span><span style="font-size: 22px;"> ACCOUNTS AND SUPERVISION OF FUNDS:</span><span style="font-size: 18px;"> </span></p><p><span style="font-size: 18px;">(i) The centenary bank is the ministry’s choice. </span></p><p><span style="font-size: 18px;">(ii) The treasurer shall receive, deposit or bank all moneys and cheques in the bank and shall not keep more than 100,000/= in his position. </span></p><p><span style="font-size: 18px;">(iii) The treasurer shall issue receipts in the name of the ministry, shall rest with the signatories and the executive committee. </span></p><p><span style="font-size: 18px;">(iv) The financial year of the ministry shall run from 1st January to 31st December. </span></p><p><span style="font-size: 18px;">(v) The executive committee shall cause to publish time copies showing income and expenditure. </span></p><p><span style="font-size: 22px;">ARTICLE 15: PROPERTY OF THE MINISTRY:</span><span style="font-size: 18px;"> </span></p><p><span style="font-size: 18px;">(i) The sales book (other than books of accounts or ministry and official papers, documents and correspondences shall be in director control and custody of the director. </span></p><p><span style="font-size: 18px;">(ii) The property of the ministry shall be under the custody of the director. </span></p><p><span style="font-size: 18px;">(iii) The stamp of the ministry shall be under the custody of the director. </span></p><p><span style="font-size: 22px;">ARTICLE 16: AMENDMENTS:</span><span style="font-size: 18px;"> </span></p><p><span style="font-size: 18px;">Any amendment of this constitution shall be proposed then supported by executive committee and be approved by the ministry members (not less than 2/3). But amendments shall only be made during the general meeting. </span></p><p><span style="font-size: 22px;">ARTICLE 17: DECLARATION</span><span style="font-size: 18px;">. </span></p><p><span style="font-size: 18px;">By the willful act of talking up the executive membership of the ministry every member shall be deemed to have covenanted by other members present and further honor and abide by the article of the ministry as adopted and shall duly amend from time to time. </span></p><p><span style="font-size: 22px;">ARTICLE 18: INTERPRETATION: </span></p><p><span style="font-size: 18px;">The ministry executive committee shall have the power to interpret the constitution for the meetings and to determining any point on which the constitution may be silent. In case of complete failure to interpret in a qualified lawyer or person shall be hired to give a legal option on the interpretation. </span></p><p><span style="font-size: 22px;">ARTICLE 19: ADOPTION OF THE CONSTITUTION:</span><span style="font-size: 18px;"> </span></p><p><span style="font-size: 18px;">We members of Gracious International Ministry (GIM) we promoters of these ministry and we are the serious of being formed into a legal ministry in pursuance of this constitution. We shall create and encourage our ministry and community around as to have good relationship and friendship with others, so that we get alleviation from poverty. 	<description><![CDATA[<p style="text-align: center;"><span style="color: #8B4513;"><span style="font-size: 28px;">Happy Hours Ministry Uganda</span></span></p><p style="text-align: center;"><img alt="" height="36" src="https://spiritualfamily.net/images/Bars/Bar-arch-01.png" width="560"></p><p style="text-align: center;"><img alt="" height="1024" src="https://spiritualfamily.net/photos/thumbnail/52835/master/" width="1024"></p><p><span style="font-size: 18px;">Realizing the government effort to fight and uplift and empower the young generation in Uganda we observed that there is still great need to fight for the young generation in our communities most especially the Orphans and Vulnerable children (OVCs). </span></p><p><span style="font-size: 18px;">Appreciating and convinced that improved livelihood is sustainable through; - Technological transfer, research and information dissemination for development, Information sharing and networking among partners and stake holders, Training of project beneficiaries in areas directly related to their needs and development objectives, Joint effort and collective response to support and empower the needy children through mobilization of resources and networking among partners and stake holders. </span></p><p><span style="font-size: 18px;">Happy Hours Ministry Uganda is non-profit community-based organization in wanyange located in the eastern region of Uganda. The project has registered over 120 vulnerable children from the area. Our objectives majorly include; </span></p><p><span style="font-size: 18px;">Establishment of a home for the homeless, distressed and those living with disabilities and orphans through providing immediate needs and other timely needs of orphans and nurturing sick and malnourished Orphan children for better health and keep them well and strong through child survival program. </span></p><p><span style="font-size: 18px;">Children a constitute large percentage of population in Uganda. the child should grow up in a family Environment and in an atmosphere of happiness, love, guidance and understanding! From a child’s physical and mental development, they require care in regard to physical, mental, moral and social development. But social indicators show a decline in social and economic welfare of children. Low levels of education among the whole population of the community has also been attributed to the increasing number of Orphan children as a result of the Covid-19 Pandemic that shook the country and world at large, poverty and poor health conditions. </span></p><p><span style="font-size: 18px;">Once we secure the funds it will be a permanent model rehabilitation center for other parts of the Eastern region and Uganda as whole. In addition to this the project will be sustained in the following ways; </span></p><ul>
	<li><span style="font-size: 18px;">Accessing funds from global donors, </span></li>
	<li><span style="font-size: 18px;">Initiating micro projects, </span></li>
	<li><span style="font-size: 18px;">contribution from project beneficiaries and </span></li>
	<li><span style="font-size: 18px;">Community Participation </span></li>
</ul><p><span style="font-size: 18px;">Happy Hours Ministry Uganda was founded in 2019 as non-profit community-based organization in the eastern region of Uganda by Auma Betty (orphange director). It was started by a team of dedicated persons with the aim of helping the children affected and infected with HIV/AIDS and we later incorporated sustainability programs and livelihood as a model to better combat the covid-19 pandemic. </span></p><p><span style="font-size: 18px;">We run the center in wanyange in the eastern Region of Uganda. Happy Hours Ministry Uganda is able to provide a small orphanage project that will provide children with a safe and stable home, education and support throughout their childhood. This will be a solution of solving the problems hidden by the fact that orphans and vulnerable children are invisible; yet by the very nature of their situation, they are included among those that are classified as disadvantaged and poor in Uganda. </span></p><p><span style="font-size: 18px;">In jinja district like any other areas of the World, there is growing number of Orphaned and homeless children caused by the Covid-19 pandemic and other illnesses. </span></p><p><span style="font-size: 18px;">Findings still shows that children in abject problems are recognized by rather elementary (as opposed to sophisticated) criteria. Top on the list is absence of basic necessities such as shelter, food, clothing and water. Equally important is the ‘human condition’ in terms of physical health and parental care and protection. While there seems to be national consensus among donors, the public sector and civil society that the government has made commendable progress in implementing PEAP (Poverty Eradication Action Plan) as flexibly as possible, it’s evolving nature, due to the participatory and consultative reviews it undergoes regularly, does not address many of the development challenges disadvantaged children face today. It would take lobbying and advocacy interventions to ensure that the needs and demands of children in abject poverty are met. </span></p><p><span style="font-size: 18px;">According to UNESCO 2003 study on Children in Abject Poverty in Uganda indicates that: Ill health and inadequate health services remain critical challenges for children in abject poverty. This is aggravated by the living conditions of children in almost all the districts of Uganda where the pilot study was carried out. </span></p><p><span style="font-size: 18px;"><strong>OBJECTIVES OF THE PROJECT</strong> </span></p><p><span style="font-size: 18px;">The project objectives are majorly but not limited to: The establishment of a home for the homeless, distressed vulnerable children. Providing immediate needs and other timely needs of orphans like food, clothing, shelter and elementary education for the orphans, training them in the self-reliance skills that will be available at the center. Nurture sick and malnourished Orphan children for better health and keep them well and strong through child survival program. Establish a learning center to impart the enrolled young adults with sustainable livelihood skills. </span></p><p><span style="font-size: 18px;"><strong>1.3 MISSION</strong> </span></p><p><span style="font-size: 18px;">To create an environment in which every Orphan and Vulnerable child is cared for spiritually, morally, intellectually, physically, socially and emotionally. </span></p><p><span style="font-size: 18px;"><strong>1.4 PROBLEM STATEMENT</strong> </span></p><p><span style="font-size: 18px;">Environment and in an atmosphere of happiness, love, guidance and understanding! From a child’s physical and mental development, they require care in regard to physical, mental, moral and social development. Rural parts of Uganda have got large number of orphans than urban centers because people living in rural areas are not sensitized on prevention methods of HIV/AIDS. The age of orphans, however, is fairly consistent across parts of the country. Surveys suggest that about 15% of orphans are 0-4 years old, 35% are 5-9 years old, and 50% are 10-14 years old. But despite of the efforts to improve the lives of the children, social indicators continue to show a decline in social and economic welfare of children. Also low levels of education among the whole population of the community has also been attributed to the increasing number of Orphan children as a result of HIV and AIDS scourge, poverty and poor health conditions. Worst of all, the child-headed household trend in Uganda is such that rural areas have 79.9%, of which 49.6% are male-headed and 30.3% are female-headed. The trend in urban areas is that of the 20% child-headed households, 10.5% are male-headed whereas 9.6% are female-headed (Uganda Bureau of Statistics-UBOS, 2000). </span></p><p><span style="font-size: 18px;">The complexity of the problem of child poverty in Uganda is large and growing, and cannot be ignored when designing national development and poverty reduction strategies. Unfortunately, children especially orphans continue to be marginalized irrespective of interventions where by assumptions are made that interventions that address adult and household needs are also good for all children, including boys and girls of school-going and non-school-going ages. This partly explains why child poverty is underrepresented in most studies on poverty in Uganda (Save the Children UK, 2003) </span></p><p><span style="font-size: 18px;"><strong>1.5 PROJECT DURATION</strong> </span></p><p><span style="font-size: 18px;">Once we get the funds it will be a permanent model center for other parts of Eastern Uganda although it will be subjected to forensic yearly audits and evaluation to determine its viability </span></p><p><span style="font-size: 18px;"><strong>3.0 PROPOSED SOLUTION</strong> </span></p><p><span style="font-size: 18px;">It is against the above background that Happy Hours Ministry Uganda intends to come up an enabling environment for the disadvantages, vulnerable children of school going age to access quality secular and theological education and other basic needs. So far, Happy Hours Ministry Uganda is already with communities assisting vulnerable children by providing full and half students, giving basic needs like clothes, shoes, medication, food, shelter, and bursaries. Since 2017, the management in conjunction with well-wishers we still need more support and donations from good hearted people </span></p><p><span style="font-size: 18px;">The above well intended initiative not withstanding; there has been precedent In this proposed project, the Orphanage Home intends to provide support to 33 orphans and vulnerable children: the proposed support will range from tuition fees, functional fees, meals, scholastic materials, beddings and medical care. With this support, the plight of children from the poorest of the poor and those that lost guardians will be rest assured of attaining at least secondary level education under our support which we pray that we will receive from good hearted people. </span></p><p><span style="font-size: 18px;"><strong>THE PURPOSE </strong></span></p><p><span style="font-size: 18px;">The purpose of this proposed project is to support 33 disadvantaged and vulnerable children in different communities across the country by providing educational and basic needs of 33 students on an annual basis. On 28/07/2021 madam Margaret Twinomugisha the treasurer of Hart charity Uganda together with community mobilizer visited a local area called Kabingo Kamwenge district to educate people about covid 19.</span></p><p lang="en-US" style="margin: 0in; font-size: 11.0pt;"> </p><p style="margin: 0in; font-size: 11.0pt;"><span style="font-size: 18px;">Currently Uganda is facing covid 19 pandemic that has forced the government to lockdown the country for 42days. As an organization we have organised a team to reach out to people to inform the community about the dangers of covid 19.</span></p><p lang="en-US" style="margin: 0in; font-size: 11.0pt;"> </p><p style="margin: 0in; font-size: 11.0pt;"><span style="font-size: 18px;">It has been a success so far however much effort is needed. God willingly the organization will reach far to the targeted population by the end of August. We reached the village at 9:am to go to the local area we started by visiting local council offices for permission to access the people.</span></p><p lang="en-US" style="margin: 0in; font-size: 11.0pt;"> </p><p style="margin: 0in; font-size: 11.0pt;"><span style="font-size: 18px;">The permission was obtained and we were able to visit 25 families , this was through moving house to house and gathering them to one place and SOPs were observed as directed by ministry of health and president. It took us 7hrs to meet all those people. We thought local people about personal hygiene and cleanliness in the community , dangers of covid 19 and how they can protect them selves. later on we distributed soaps to help them in washing hands whenever they touch surfaces and bathing&#39;s.</span></p><p lang="en-US" style="margin: 0in; font-size: 11.0pt;"> </p><p style="margin: 0in; font-size: 11.0pt;"><span style="font-size: 18px;">FINDINGS AND OBSERVATIONS: -people are not well informed about covid 19 as a disease. People have neglected government directives on maintaining SOPs. -people need more help inform of food support since they are suffering from hunger. -people were happy to see us and who we educated them.</span></p><p lang="en-US" style="margin: 0in; font-size: 11.0pt;"> </p><p style="margin: 0in; font-size: 11.0pt;"><span style="font-size: 18px;">RECOMMENDATIONS : the team needs to be more equipped with tools to use in the field such as charts, temperature guns. -the team needs facilitation in the field such as fuel for transport. -the organization needs to put much effort and organise more work shops to equip the staff with knowledge of how to reach to people. Sensitization campaigns that are geared at enhancing a healthy and conducive environment. Specific goals are To lobby support for school going orphans. To improve orphan standards of living. To eliminate stigma and discrimination in society.
